UNITED NATIONS — Iraq agreed Monday to allow the unconditional return of U.N. weapons inspectors, a reversal coming days after President Bush warned Baghdad to comply with U.N. resolutions or face military action. The White House dismissed the offer as a tactical move.

Williams’ saves One Hour Photo from mediocrity

A film is only the sum of its parts —- writing, direction, acting, etc. Sometimes, when one piece of the pie begins to crumble, another can pick up the slack and mask the taste of empty filling. But no matter how spectacular one aspect is, if the others are overly deficient, the film as a whole ends up inferior. Such is the case with Mark Romanek’s One Hour Photo. While the acting is Oscar worthy, the plot drags and the direction lacks drive, producing a merely watchable effort.
